I am pleased to report that SUMHLC had a very successful legislative session. Â
At the State House, we strongly advocated on behalf of our providers for a rate increase they desperately needed. After over 20 years without an increase, the Governor’s budget provides for a 20% increase for our mental health and substance use providers. Our compassionate, experienced network of providers are making a real difference in the communities we serve, and I am pleased that the budget ensures that the increase will take place within one year. Â
Additionally, the passage of Senate Bill 2557 establishes the behavioral health education, training, and coordination fund, which allows SUMHLC to receive checkoff contributions from Rhode Island personal income tax returns. These donations will provide for training of staff who require CEU for higher education to receive and maintain their licenses.
To ensure the safety and security of individuals battling mental health and substance use disorders, Senate Bill 2015, Sub A mandates all recovery housing facilities registered with the Department of Behavioral Healthcare, Development Disabilities and Hospitals adhere to the National Alliance for Recovery Residences process.
Recognizing the important services we provide to battle addiction and mental health issues, the Governor’s budget appropriated $100,000 for SUMHLC. A supplemental $10,000 grant was awarded by the House of Representatives, with an additional $10,000 grant presented by the Senate. These funds will be used for expenses such as rent, as well as for marketing and educational materials to help enhance our community outreach.
The State of Rhode Island is at the forefront of mental health and substance use disorder treatment and prevention. Our legislative leaders recognize that the time to act is now. We thank the Governor and General Assembly for helping to ensure that our patients and families continue to receive the care they deserve.
